To implement the major strategic plan of the Shandong Provincial Party Committee and Government on transforming old growth drivers into new ones, and to accelerate the development of intelligent manufacturing, Shandong Province’s Economic and Information Technology Commission and the Provincial Department of Finance jointly organized a province-wide conference on June 19 afternoon in Tai'an City. The meeting focused on vigorously promoting intelligent manufacturing and speeding up the transition from old to new growth engines. Wang Ruihua, Deputy Director-General of the Equipment Industry Department at China’s Ministry of Industry and Information Technology, attended to provide guidance. Li Sha, Deputy Director of Shandong’s Economic and Information Technology Commission, and Jiang Long, Second-Level Inspector at the Provincial Department of Finance, delivered speeches at the event. Attendees included officials in charge and heads of relevant business departments from the economic and information technology commissions and finance bureaus of all 17 cities across the province, as well as representatives from national-level intelligent manufacturing special projects, demonstration enterprises, and provincial-level smart manufacturing demonstration companies.

Wang Ruihua, Deputy Director of the Equipment Industry Department at China’s Ministry of Industry and Information Technology, attended the meeting to provide guidance. Li Sha, Deputy Director of the Shandong Provincial Commission of Economy and Information Technology, and Jiang Long, Second-Level Inspector of the Provincial Department of Finance, delivered speeches at the event. Over 300 representatives attended, including officials in charge and heads of relevant business departments from the economic and information commissions and finance bureaus of all 17 cities across the province, as well as leaders from national-level smart manufacturing special projects, demonstration enterprises, and provincial-level smart manufacturing demonstration companies. Representatives from key commercial banks and investment institutions also participated in the meeting.
At the meeting, Qingdao Municipal Commission of Economy and Information Technology shared its experience in developing intelligent manufacturing, while China Electronics Technology The Standardization Research Institute demonstrated the Intelligent Manufacturing Capability Assessment System, while the Shandong Intelligent Manufacturing Vocational Education Group provided an update on the construction of its public training base for smart manufacturing. Meanwhile, Shandong Kangpingna Group and Qingdao Baojia shared insights into their collaborative intelligent printing and dyeing factory and intelligent manufacturing system solutions, respectively, and highlighted several exemplary success stories. At the event, a unveiling ceremony was held for the Shandong Provincial Joint Institute of Intelligent Manufacturing. Additionally, the Provincial Department of Industry and Information Technology and the China Academy of Information and Communications Technology signed a cooperation agreement on intelligent manufacturing capability assessment, officially launching the "Intelligent Manufacturing Diagnostic Services in Shandong" initiative. The conference also announced the list of benchmark enterprises leading the province’s 2018 Intelligent Manufacturing “1+N” Promotion and Enhancement Initiative, with awards presented to the selected companies on-site. Following the event, attendees toured Kangpingna Group’s intelligent manufacturing facility specializing in printing and dyeing.
In recent years, Shandong Province has achieved several breakthroughs in the development of intelligent manufacturing. Last year, the Provincial Department of Industry and Information Technology issued the "Shandong Province Intelligent Manufacturing Development Plan (2017–2022)," which guided the establishment of an Intelligent Manufacturing Vocational Education Consortium and a Public Training Base for Smart Manufacturing. This year, Shandong further established the Joint Institute of Intelligent Manufacturing, collaborating with the China Academy of Information and Communications Technology to conduct diagnostic assessments and capability evaluations in smart manufacturing—providing critical technical support for the province’s overall advancement in this field. Recently launched, the "1+N" Initiative for Driving and Upgrading Intelligent Manufacturing has already identified seven benchmark enterprises—including Haier Group, Tianrun Crankshaft, and Weichai Power—as trailblazers, demonstrating remarkable leadership and setting the stage for wider adoption across the industry. As a result, the province has essentially established a comprehensive, integrated system encompassing demonstration cultivation, benchmark-driven growth, platform support, capability assessment, and talent development—a "five-in-one" framework that has yielded significant progress in intelligent manufacturing. Currently, 23 companies across the province have been recognized as national-level pilot demonstration enterprises for intelligent manufacturing, accounting for 11% of the national total and placing Shandong firmly at the top. Additionally, the province has nurtured 115 provincial-level pilot demonstration enterprises. With a cumulative total of 27 projects selected under the National Comprehensive Standardization and New Model Application Program for Intelligent Manufacturing, Shandong ranks among the leaders nationwide. Increasingly, more enterprises are embracing intelligent manufacturing, becoming a powerful engine driving the transformation from traditional to innovative growth drivers.
