Yesterday, the author learned from Wenzhou's Development and Reform Commission that Zhejiang Province allocated a total of 833 key provincial construction projects in 2018. Among these, Wenzhou was included in 111 projects—tied for the highest number of projects in the province—with a total investment of 299.33 billion yuan. This year, the city plans to invest 32.83 billion yuan in these projects. Additionally, 10 projects are scheduled for completion and commissioning this year, with a combined总投资 of 37.23 billion yuan, while planned investments for this year on these projects amount to 5.21 billion yuan.

These projects include the Yueqing Bay Port Area Railway Branch Line Project, Phase I of Wenzhou Metropolitan Rail Transit Line S1, the second parallel section of the Yongtaiwen Expressway from Wenzhou Nantang to Huanghua, the Wanquan to Aojiang Highway Project in Pingyang County, the elevated section of the Southwest Ring Road beneath Ouhai Central Road in Wenzhou’s bypass, the Beiqu to Dingshan Offshore Port Highway Project in Ruian City (Phase II of the Port Access Road), the Wenzhou Airport New Area Logistics Park Project, Phase II of Ningbo Road in Wenzhou, the Huafeng Combined Heat and Power Project in Ruian City, and the relocation and reconstruction project for the Wenzhou Central District Sewage Treatment Plant, among others.
It is reported that last year, 218 key provincial-level construction projects in our city completed investments totaling 72.737 billion yuan, achieving a completion rate of 124.8%. To ensure the smooth progress of this year's priority projects, our city has focused on optimizing resource allocation, strengthening policy support to prioritize these projects—particularly in areas such as financial guarantees, land-use allocations, and early-stage approvals. From January to April, the city has already seen total investments reach 22.017 billion yuan, with major projects involving investments of 500 million yuan or more accounting for 19.313 billion yuan of that amount.
To ensure that land for key projects is prioritized, our city has allocated 20% of the land-use targets outlined in the annual plans to support major construction projects at or above the municipal level. At the same time, we are actively promoting innovative Public-Private Partnership (PPP) models, strengthening financial safeguards for project implementation, and encouraging greater participation of social capital in the development of these critical initiatives.
