While ensuring a steady energy supply for our country’s sustained economic and social development, coal is increasingly highlighting significant challenges related to resources, the environment, ecology, and safety. In recent years, the "heating-induced smog" that emerges every autumn and winter has unfairly branded coal as the primary culprit behind air pollution. To tackle this issue, some have even championed the slogan of "de-coaling." From the perspective of long-term trends in how humanity sources energy, "de-coaling" is indeed an ongoing process. However, we must remain clear-eyed about the fact that, in the short term, coal will not lose its dominant position as the leading source of energy consumption in China.
Since 2017, a large-scale "coal-to-gas" initiative sweeping across northern China has hit a bottleneck due to a shortage of natural gas. With current infrastructure—ranging from natural gas imports and transportation to processing capabilities—and existing institutional frameworks, it has become increasingly difficult to meet the country's soaring demand for natural gas. This situation has led to structural, seasonal, and regional mismatches between supply and demand in some areas, impacting both residents' winter heating needs and industrial production at certain enterprises.
Practice has proven that adopting a dual strategy of reducing coal consumption while promoting its clean utilization—efficiently and cleanly leveraging coal resources while meeting stringent emission standards—is a coal-use approach that delivers significant environmental and cost benefits.
Japan's coal consumption has steadily increased since the oil crisis of the 1970s. Particularly after the Fukushima nuclear accident, as the country sought to address the energy shortfall resulting from its decision to phase out nuclear power, coal consumption entered a new phase of rapid growth. Balancing the efficient use of coal resources with the need to meet ambitious emissions-reduction targets has become a major challenge for Japan's economic development. Within Shandong Province, a cutting-edge technology for clean and efficient coal use is rapidly gaining traction—particularly in two key areas: centralized heating systems in urban areas and combined heat-and-power (CHP) projects in industrial parks. Among these applications, water-coal slurry technology has seen remarkable advancements.
Currently, China already boasts some of the world's strictest emission standards for pollutants from coal-fired power generation. Looking ahead, we can further promote the clean and efficient use of coal by developing even more rigorous and comprehensive environmental protection and energy-saving regulations and standards. It is imperative that we rigorously enforce the established targets and standards for controlling coal-related pollutant emissions, while also using mechanisms like carbon trading to manage the overall volume of coal consumption, thereby reducing coal production. At the same time, we must swiftly formulate a national strategy for the clean utilization of coal and the development of advanced power-generation technologies, along with a clear innovation roadmap. This will ensure robust support for pilot projects and the widespread adoption of clean-coal technologies, ultimately enabling the transition toward cleaner, more efficient coal utilization.
